Based on the experience gained implementing Roma rights monitoring project in 2008 –2009 that the local Roma facing many obstacles approaching employees of State Social Agency /SSA/ and State Labour Agency /SLA/ and that in many cases those agencies’ employees violates minority human rights; bearing in mind the fact that due to the cases specifics and the will of the victims cases to be redressed urgently, most efficient approaches to pursue redress for those violations to be reconciliation and administrative litigation approaches, NGO Roma Together decides further improving the monitoring processes to establish mechanism for mutual cooperation between the organization and the local department Directors of those State agencies. The departments of the SLA and SSA in Polski Trambesh are dependant to Directors of the SSA and SLA directorates in the town of Svishtov. They hold the power to abolish administrative acts of their subordinates and to issue imperative instructions concerning different aspects of their subordinates work. Thus they are not only the quickest way to approach a violation that needs urgent actions to be implemented but also they have administrative levers to determine their employees conduct so to ensure more sustainable impact.
In the beginning of Roma rights monitoring 2009 – 2010 project implementation, chairperson and the legal consultant of the organization have started negotiations with the directors of SLA – Svishtov and SSA – Svishtov to conclude an agreement for mutual help between the organization and the agencies. On 9th of February a meeting was held in the town of Svishtov with both directors. Mrs. Tanya Gutceva, director of the SLA –Svishtov, Mrs. Daniela Stankova, director of the SSA - Svishtov and Mr.Ivan Siderov, chairperson of NGO “Roma - Together” concluded a framework agreement to cooperate in the monitoring process establishedby the organization under the Roma Rights Monitoring project.
Enacting this agreement SLA is supplying to the Organization information about jobs offered through the SLA along with the employer requirements for the offered position, current and future projects for various types of trainings that are conducted within public – private cooperation between SLA and different NGOs specialized in trainings, thorough monthly statistics regarding labour market situation within the Municipality of Polski Trambesh. NGO Roma – Together motivate local Roma to participate in trainings implemented by the SLA, clarifying local Roma’s obligations under various legislative acts regarding SLA and SSA area of work and ensure that the local Roma complete those legally bound obligations.
In cooperation with Mrs. Daniela Stankova, Directorof the SSA – Svishtov it is established dispute resolution mechanism for cases concerning Roma rights violation conducted by the SSA employees.
