Stefanka Ivanova, 50 year old Roma women from Polski Trambesh, long time unemployed who depend on monthly welfare allowances for her livelihood. During the night on 09.01.2008 she has received a paralytic stroke. She was admitted at the hospital on the next day and after 7 days hospitalization she was discharged from the hospital. On 16.01.2008 Mrs. Rumyana Dimitrova, head of the local children garden in Obedinenie village, request a meeting with the project’ coordinator and present him with the circumstances of the case of Mrs. Ivanova. After the case’ investigation the following facts were determined - hospital administration did not inform the local social agency or any other State agency about this case and discharge the women sending her home in near to vegetative state with paralyzed limbs and partially paralyzed mouth. Mrs. Ivanova lives with her husband and do not have other relatives to take care of her. Project Coordinator has immediately informed the local Social Care Agency with request to enrol Mrs. Ivanova in a social care programme for disabled people, which provides a social worker assisting and helping disabled people. The Social Care Agency requests a decision from expert labour medical commission (TELK) that proves the disability of Mrs. Ivanova, needed for her to be enrolled in the social care programme. Hospital administration request several examinations by the GP and the hospital physician to be conducted before approaching TELK with the case.
Project coordinator approaches hospital head and Mrs. Ivanova hospital physician and GP daily until the medical exams needed were conducted. This was needed because both doctors were reluctant to conduct the exams in a timely manner, apologizing with their overloading with cases. This approach was chosen as the case needed urgent actions that won’t create conflict between the patient and her doctors. Both doctors have undertaken medical examinations needed and on 22.02.2008 she was officially determined as a disabled person by the TELK commission. She is enrolled in a social care programme for disabled people and she is visited daily by a social worker assisting her.
